India’s Ministry of Agriculture Notifies New Specs for Bio-Stimulants Under FCO

Numerous new biostimulant products have been approved by the Indian government, resulting in an abundance of innovations. The Ministry of Agriculture & Farmers Welfare has formally approved several products in a series of back-to-back FCO Amendments for Bio-Stimulants, which have greatly benefited farmers and the manufacturing sector.

Key Highlights of the New FCO Amendments

The 6th, 7th, and 8th Amendment Orders of 2025 lay out a clear path for the bio-stimulants manufacturer. These amendments include:

Stringent Bio-Efficacy Trials: Every new product must undergo a thorough testing process. The Indian Council of Agricultural Research and State Agricultural Universities are part of the National Agricultural Research System, where trials must be carried out.

Mandatory Multi-Dose Testing: To confirm their efficiency, products must be tested on the ‘same crop’ at a minimum of three different dosages throughout one season in three diverse agro-ecological locations.

Updated Specifications: FCO Amendments for Bio-Stimulants have been fully revised with a number of new bio-stimulant parameters. This contains comprehensive composition criteria, active ingredient requirements, and treatment rates for certain crops.

New Products You Need to Know About FCO Amendments for Bio-Stimulants

Each product category includes composition criteria, quality requirements, suggested crops, and application doses. Humic and Fulvic Acid now include specifications for both liquid and powder forms. Seaweed Extracts have particular approvals for extracts from Sargassum, Ascophyllum, and Kappaphycus, which are believed to promote growth. Plant-Based Extracts, including new products such as Adhatoda vasica extract and Cytokinin derived from Zea mays, have been formally acknowledged, as have combination product formulations.

These solutions are certified for use in a variety of applications, including foliar spray, soil application, and seed treatment, giving farmers more options.

Manufacturers and importers can now legally develop, import, and market these biostimulants in India while being fully compliant with the FCO.
