The Cabinet of Ministers has approved extensive changes to Cabinet Regulation No. 506, “Regulations regarding the Identification, Quality Conformity Assessment and Marketing of Fertilizers and Substrates,” in a significant effort to reduce red tape for agricultural enterprises.

The new rules of Latvia fertilizer and substrate market entry simplification, which were created by the Ministry of Agriculture, are intended to significantly lessen the administrative load on business owners by streamlining the registration, notification, and distribution of fertilizers and substrates throughout Latvia. The government hopes to greatly shorten the time it takes for necessary agricultural items to reach the market by expediting these administrative procedures.

Key Changes and Regulatory Relief – Latvia fertilizer and substrate market entry simplification

1. Slash in Bureaucracy & Faster Approvals

Reduced Documentation: The amount of documentation needed for mutual recognition, authorization, and registration has been drastically reduced. Minor documentation is either no longer required or will only be asked for in extraordinary circumstances. Additionally, data from other official information systems will henceforth be independently sourced by the State Plant Protection Service (VAAD), including the status of animal by-product businesses.

Accelerated Deadlines: The deadline for obtaining mutual recognition and granting licenses has been reduced to just 15 working days.

2. Boost for Organic Farming

The assessment of novel fertilizers and substrates for organic farming has undergone extensive optimization:

The time it takes for products to be used in organic fields can now be drastically shortened by concurrently evaluating them and listing them in the VAAD register.

International credentials from respectable institutions like FiBL or Ecocert will now be accepted by VAAD. Companies are not required to submit additional raw material paperwork when they are supplied. Even if it is shorter than the typical VAAD deadlines, the Latvian authorization period will correspond to the length of the given certificate.

3. Lower Hurdles for Growth Promoters & Micro-Preparations

Plant growth stimulants and microbiological preparations no longer need extensive, expensive field trials to demonstrate particular yield gains. The Ministry argues that farmers are completely capable of independently choosing and critically assessing what works best for their crops, despite the fact that these products are already widely used.

4. Flexible and Clearer Labelling

Enhanced Information: As long as they are clearly separated (for example, under a heading like “Additionally contains”), labels can now include extra metrics in addition to the required specified indicators. Any additional numerical values must be supported by science.

Substrate labels will now provide more precise information about the product’s intended function, clearly indicating whether it is intended to replace soil entirely or serve as a supplement to enhance already-existing soil.

Liming Material Safety (Transition by June 1, 2027): By June 1, 2027, all manufacturers and distributors of liming materials must update their labels to explicitly identify neutralizing capability based on naturally wet material in order to avoid farmers from miscalculating dosages due to differences between dry and naturally wet weight measures.

5. Explicit Registration Exemptions

According to the changes, fertilizer registration is not necessary if –

• The company has already formally registered the product.
• It is not meant to be sold to the general public and is made to order specifically for each unique end-user.
• The product is only used as a raw material for additional production.

6. Leaner Market Surveillance

VAAD is updating its testing procedures to ensure prompt action against low quality or dangerous items. In order to make a regulatory decision going forward, the agency will only examine one control sample. To ensure quicker market involvement, a second control sample will only be examined if specifically requested and supported by the accountable company.

These focused reforms reduce unnecessary paper work and wait times, allowing Latvian agro-businesses to become more responsive to market demands while maintaining a strict and open regulatory environment.
