Ministry of Agriculture and Rural Affairs of China bans four highly toxic pesticides and it has declared a comprehensive ban on four extremely dangerous pesticides in an effort to preserve human and animal health, assure the quality and safety of agricultural products, and protect the environment. Aligned with the “Opinions of the CPC Central Committee and the State Council on Deepening Reform and Strengthening Food Safety Work,” the regulation targets Aldicarb (Tamefir), Methomyl (Metofil), Carbofuran (Kebowei), and Omethoate (Oxygen-containing dimethox).
All prepared products containing these four pesticides are no longer officially registered as of June 1, 2024, and future manufacturing is legally forbidden. These four pesticides will no longer be sold or used nationwide as of June 1, 2026.
Export-Only Shift: Manufacturers of active pharmaceutical ingredients (APIs) and technical materials will have their registrations updated. They will only be allowed to produce these materials under closely controlled, closed-loop supervision for export.
Strict Inter-Enterprise Supply Controls
To prevent contamination and environmental leakage, particular raw materials will operate within closed, designated supply chains overseen by regional agricultural and rural agencies.
- Carbofuran can only be given to specific firms as a raw ingredient for producing carbosulfan and benfuracarb.
- Methomyl is exclusively available to specified firms as a raw ingredient for producing thiodicarb. Local authorities are mandated to implement rigid verification, tracking, and supervision for all inbound and outbound transfers of these chemical substances to prevent market leakage.
