ECHA Opened Public Consultation on Potential Candidates for Substitution

ECHA launched the public consultation on formaldehyde released from the reaction products of paraformaldehyde and 2-hydroxypropylamine.

If an active substance meets any of the criteria listed in Article 10(1) of the BPR, the evaluating competent authority may identify it as a potential candidate for substitution. Before submitting its opinion on the approval or renewal of the active substance to the Commission, ECHA will initiate a public consultation on the substance.

The consultation will provide information on –

  • Substance’s identity (name and EC/CAS numbers)
  • Product type
  • Evaluating competent authority
  • Intended uses
  • The condition(s) of Article 10(1) that are met.

The deadline for submitting information – 26/05/2023.

This process applies to applications for the approval or renewal of active substances, including review programme substances.

Process for consulting –

The consultation process is a 60-day period.

Interested third parties can submit relevant information on the availability of substitutes or alternatives to an active substance that is being considered for use in biocidal products.

The information can be submitted through a secure web-form and can be either non-confidential or confidential, with a justification required for claiming confidentiality.

The BPC will consider both confidential and non-confidential information received before finalizing its opinion.

Non-confidential information will be made available to Biocidal Products Committee (BPC) members, accredited stakeholders, and active substance applicants, and will also be published on the ECHA website.
