Requirements Apply from 30 September 2026
In order to update Regulation (EU) 2019/1021 on persistent organic pollutants (POPs) with respect to chlorpyrifos, the European Commission adopted Commission Delegated Regulation (EU) 2026/1423 of June 30, 2026. On September 10, 2026, the Regulation was published in the Official Journal of the European Union. It will go into effect on September 30, 2026.
Chlorpyrifos Listed under Annex I
Part A of Annex I of the EU POPs Regulation now includes chlorpyrifos (CAS No. 2921-88-2; EC No. 220-864-4). This comes after it was listed in 2025 under Annex A of the Stockholm Convention. The EU has chosen to list chlorpyrifos without explicit exemptions because it is not authorized in the EU as an active ingredient for plant protection or biocidal products, even though the Stockholm Convention listing includes specific exemptions.
Trace Contaminant Limit
A limit has been set for the unintended presence of chlorpyrifos as a trace contaminant in materials, combinations, and products. When concentrations of chlorpyrifos are less than 0.01 mg/kg (0.000001% by weight), the applicable clause is applicable.
